Diplomatic Units (Emissary, Envoy, Diplomat, Ambassador) cannot enter another rival territory without:
  • being a Great Diplomat.
  • a Foreign Bureau (National Wonder in the Modern Era)'s promotion
  • Summer Palace's promotion (World Wonder in the Renaissance Era)
Diplomatic Units (Emissary, Envoy, Diplomat, Ambassador) may pass through rival territories without requiring an Open Border Agreement regardless of requirements.One aspect that I've noticed in Tall and Wide Diplomacy is that Tall Civilizations may be blockaded by Wide Civilizations who deny them Open Borders; preventing Tall Civilizations from accessing city-states or forcing them to walk around a certain way; costing valuable time. Historically if leaders did not like that country's diplomats, they would mistreat them often ending in a declaration of war! Diplomatic Units also have decreased line of sight so they make for poor scouts for warmongers and quite a waste of time if war was soon!
Summer Palace and Foreign Bureau grants a promotion to all Diplomatic Units to pass through rival territories.Summer Palace's and Foreign Bureau's promotion would no longer grant this since Diplomatic Units may pass through rival territories without having this bonus anymore!They would no longer need it if all Diplomatic Units could pass through.
 
Then what's even the point of building Summer Palace?
 
yeah Summer Palace will need some kind of replacement benefit. It will be very weak.
