Quest info lying to me?

I had a recent game where multiple times, hovering over a CityState quest would indicate that I was in the lead, yet the next turn I would lose out the quest (usually to the Netherlands). This happened MULTIPLE times in the game, and I find it implausible that the Netherlands could cause a one-turn upset at least five times in the game.

I've attached the save of the last time I noticed it happen. Hopefully someone can figure out what's going on.

Nobody, huh? I really did find this to be a strange possible bug.

I thought about it, and it's possible that Siam, who was in the game but I hadn't met yet, was winning the challenges. But why wouldn't the game just tell me an unmet Civ had won, instead of telling me I was winning and then telling me that "The Netherlands" had won?
