Can you trade luxuries with City States?

Is it possible to trade with City-States for their luxuries/resources? I can't seem to find an option for it, and yet, they DO have available lux/res for trade.

No, they give you their resources when/if you become their ally.

I asked this to myself when i was new to Civ 5. out of desperation of negative hapiness.

No, you can't "trade" with them, but they are happy to give it out to you if you are their ally (unless you're Portugal, in which build Feitoria in their lands for free luxuries).
