20k culture victory without any Great Wonder

I always wondered if it is possible to have a
20k culture victory without the Great Wonders.

-Tiny map,chieftain
-Pangaea,60% water,warm,wet,5 billion years
-default rules,respawn off,culture linked off
-accelerated production
-total of 4 civs
-India,CB + Alp

Now try it without small wonders.

You'll never reach the 20k limit.
The Heroic Epic is crucial for this goal.

or without accelerated production?!!?
Btw I think it is doable without acc prod...
I dont think its doable without small wonders.
Palace plus improvement, once they all are doing double gets
2+4+6+4+8+6+4=34 culture per turn, which is not enough to reach 20K even with the whole 540 turn...
