This is the poll to decide how the Slavery Civic May be used. The poll is as follows:

When can/should we use the whip:

At the Governers Discretion(Whenver the Governers wish
In emergency circumstances, requiring a vote of the citiziens assembly( We vote to whip if we think there is a need)
Never( No Whipping... ever.... no matter what)
Abstain(ABstain)

The governor should get to use this option whenever he wants. After all, he already has the backing of the Assembly that adopted the vile civic of Slavery in the first place. Now we are all of a sudden going to grow a conscience? :lol:

Just because we've adopted the civic doesn't mean that governors should necessarily be able to use it with impunity. It provides a last desperate option in an emergency situation and that's the only time that I believe it should be used. Although, maybe a little whip cracking now and again might be prudent just to make sure that people keep working hard! :whipped:

Don't go soft on us now, Hardvark.

You wanted slaves, and you got 'em. Now you want to people to dictate how the governor uses his? Sounds like a property rights case to me, from a nation that is not too sure what it really wants to be.

Also, remember that if we give this power to the bloodthirsty assembly, it could possibly force a decent governor to do something far beneath his character. Let the governors decide whether they want to whip or not, and let them campaign on it.

I would like to change my vote from never to Governor's discretion if possible.. If not, I'll just deal with it.

Governers discretion, people can therefore vote for governers on whether or not a governer would use the whip.

Also, does anyone else find it ironic that the discretion is the ability to make a free choice?

It seems stupid to waste time on voteing on the use of rush produceing, after we get more then 4 cities it will be near impossible.
