I think forest management makes sense in the early game, but consider that chopping is the strongest just after you get Mathematics, because then each chop goes from 20 to 30 hammers, and their relative production power (relative to the cost of things and your overall empire production) only declines after that. So either you use your chops for a small-ish army in a very early war, or you chop as much as you need to set up your city infrastructure post-math. At least from my experience there was little use of saving chops for later because 30 hammers is just not that impactful in the mid-game and later, and any serious production (military or otherwise) requires mines and boosted (Guilds + Chem + Caste) workshops.
