Nessos Today (Spring - 187AG)

Nessos is a bustling city of 30,000 souls. Following the death of the last Gaeleon, the patrician dynasties have overthrown the monarchial system and have decided to start a Republic. No people have been elected to the recently agreed-upon law, but hopefully things will change for the better.

That's great to hear. Just read through the rules and come up with a story of your family and all that. Tell me what your family does, a bit of history and who the leader is. I'll determine your starting stats and hopefully, you should be ready to kick off. :D
 
The History of Nessos

Foundations

Amongst the still unraveled mysteries of history is the founding of Nessos. Over the years, legend, myth and reality have all merged into one homogenous glob giving headaches to historians worldwide. The myth, however has pretty much evolved down to the story of Gaeleon Dasius Dicchus and his father Biggus Dicchus.
The story goes that a respectable farmer - Biggus Dicchus had settled down on the hill on which the Senate stood after a crazy old coot (whom he believed to be Bennus, the King of the Gods in disguise) convinced him to begin planting his crops there. It was there that Biggus' wife Intercontienenta Buttochs gave birth to a son, whom she named Gaeleon. During Intercontienta's labour, Biggus dreamed that his newborn son would grow up, kill him and establish a city so magnificent, there would be no comparison. Needless to say, one who would believe an old coot also believed in the dream. Biggus took his son and abandoned him in the northern forests, in the hope that wolves or Arkadians would eat the baby.
Somehow, the baby wasn't eaten by the Arkadians - on the contrary. An Arkadian hunter named Arezius found the boy crying and took pity on him. Bringing the child home, Arezius and his wife raised the child as though he were their own - whatwith the couple being unable to have children of their own :mischief:. Years went by and Gaeleon, whom the Arkadian couple had named Dasius grew up to be a strong, handsome young warrior. At the age of 16, he noticed something wrong with his family - he had blonde hair and blue eyes while both his parents had black hair and brown eyes. He then confronted his adopted parents who told him about how he was found.
Shocked at this discovery Gaeleon Dasius began wandering the world to search for his true parents. After several more years of searching, trials and tribulations, Gaeleon stumbled onto a beautiful villa atop a hill. He had arrived at his home, but not knowing it he travelled towards the villa in the hope for some shelter. As he walked, the old geezer appeared again and told Gaeleon of his true roots and his true heritage - that the man on the hill was his father and that he was abandoned by him.
Like father, like son.
Gaeleon Dasius stormed into the villa and murdered his father with his bare hands in front of the Dicchus household. Following that, he told the household of his true heritage and used the old geezer's words as proof. No one contradicted him, and no one dared. Gaeleon took the surname of his father and settled into the villa proclaiming that the small hamlet around it would be called Nessos and would be a grand city which would challenge even the great harbour city of Pila and destroy the Arkadians - whose hunting habits caused rifts between the sedentary farmers of the Nessan hills.
And so, the great city was established on murder, ingratitude and a lack of filial piety.

Enter the Mugdul
Fast forward two generations and it is 112 AG (Anno Gaeleon). By now, many people had moved within the safety of the Nessan hills and its wooden pallisades. The once sleepy hamlet had become a small town numbering several thousand. At the helm was Satilin Dicchus who was renowned for his successful skirmishes against the Arkadians, a people the Nessans would be at war with for many hundred years to come.
The most notable occurence in this period was the appearance of a mysterious sea race called the Mugdul. First showing up at Pila, the Mugdul plundered and sacked the great harbour city. An opportunistic Satilin decided to send his small skirmish force to grab a piece of Pila for himself. However, the Mugdul army he met on the way proved too much for the small rabble-like army Satilin had with him and the Nessans fled back to their city. The Arkadians noted Nessos' sudden weakness and began attacking the city and what followed was ten years of desperate fighting for the city's very survival.
Out of necessity, Pila and Nessos united in an effort to push back the Mugdul and succeeded in reinstating the status pro quo, namely Pila and Nessos suspiciously eyeing each other and Nessos constantly battling it out with the Arkadians.

The Present
It is now 187 AG and the last ruler of the Dicchus dynasty has died off, leaving no heirs but a will stating that he wished for a council to administer the city-state in the very event of questionable succession. Now, the many Nessan patrician dynasties rule over the city-state. Will it continue to prosper under a republican system? Only time will tell..
 
Rules

Introduction and Game Mechanics

The game is set in an alternate world very similar to ancient Rome. Players play one of the many patrician dynasties in the city-state of Nessos, a recently inaugarated republic with much on its plate. Dynasties not only try to gain an advantage over the other and try to make it rich, but also guide the development of their city-state in the Senate. Players' and dynasties' decisions will make or break the republic.
This game is intended to be a fun one, with lots of intrigue and drama - suitable for an alt universe novel. Ideally, I would love this to be the next generation of Never-Ending Story.

Essentially unlimited. I don't expect there to be so many players that it'd be an illogical number

That's what spices up the game. Not essential but very much encouraged. For good stories, I'll dish out random bonuses and such.

Orders & Update
These should consist of 2 parts: family orders and state orders if you occupy a government post with some state responsibility. Ideally, they should be precise and easily-understandable, because I'll have to deal with lots of them.
Updates come every Monday, though I would hope to have orders in by Saturday so that I can write things up and make pretty colours on the map. I live in New Zealand which is GMT+12. I expect to have orders in by Saturday midnight, which is Friday 1200 GMT.
For the record, each turn will last one season (or three months).

Dynasties
You play the leader of a patrician dynasty - or family in the city of Nessos. As the leader, you represent your family in the Senate and control their general actions (similar to a nation in a standard NES). The family is probably akin to clans, with extended family as well as lackeys, hangers-on and tenants. These men either work your fields, produce things in your workshops, or generally suck up to your family members proper and do your bidding. Your family will control a share of the city's overall production as listed on the city stats.

Family members denotes the number of people who are attached to your family, be they tenants, workers or lackeys.

Wealth shows the amount of liquid assets the family has. In Nessos, the currency is composed of libre, solidi and denarii (libra, solidus and denarius in singular form). The silver solidus and copper denarius are more commonly used in day-to-day transactions but the gold libra is used in larger scale operations. The conversion between the three coins are as such (this is more for interest than anything else): -

Money in the Nessan world said:
12 denarii = 1 solidus
20 solidi = 1 libra

In addition, notable items stored in your warehouses (ie: luxuries, stuff not used in the daily operations of your industries) will also be listed down here.

In your orders, essentially say what you want to spend your money on - be it education for your children, donations to the poor, investments into other industries or even purchasing twenty yards of the finest silks. Players should be able to estimate the price based on approximate purchasing power list above.

Cities
Cities are the nexi of the surrounding farmland, providing both a shelter to the people outside in times of war and a market for people to trade their goods in times of peace. It is where most if not all the action and focus is in this game. Stats will look something like this: -

Population shows the number of denizens in the city. Unless stated otherwise, it is safe to assume a near 50/50 division between males and females

Treasury of the city is exactly the same as Wealth part in the Family stats

Industries are the forms of economic activity conducted by the denizens of the city. It describes the type of industry, how much profit it makes every season and the percentage interest held by various factions in each particular industry. Every season, the seasonal profit will be divided between the owners of each particular industry. Industries can either be owned by dynasties, cities or the populace of a city (namely plebs and patricians who don't give two craps about the Senate)

Military troops show the amount of troops under the command of the city. They are not neccesarilly garissoning the mother city, though.

Notes shall be where any miscellania which need recording shall be placed.

Nessan Government
The Republic of Nessos has three administrative branches, executive, legislative and judicial. The Senate is in charge of legislative matters, two Censors in charge of judicial and a Consul and Aedile take care of executive matters. This system is of course subject to change based on the evolution of the city state.

Legislative Branch
The Senate is in charge of passing laws in the city-state of Nessos. Comprising of the heads of the patrician dynasties, the Senate nominally represents the people of Nessos domestically and in foreign lands. Any Senator may propose a law although players should obviously remember to keep proposals sensible and in character. Laws are passed in the senate with a simple majority (50% + 1) and can be repealed with a two-third's majority.
Like any legislative branch, there should be some discussion and debate regarding laws prior to actual voting and implementation (if it passes).

Judicial Branch
The judicial branch of Nessos is administered by two Censors, who are elected from the Senate on a year-long (4-turn) term. Any player may take up their greviances to the court against anyone but members of the Executive Council (namely the Consul and Aedile).
The accuser (or a representative) will have to bring the case up and present whatever evidence he has and the defendant will have the right to defend himself or select a representative to do so for him. In addition, the defendant has the right to choose which of the two Censors he wants to handle the case.
Once all the evidence has been collated and presented, the Censor's responsibility is to declare a final verdict based on his observations and conscience.
If the defendant is found guilty, both Censors must then come to an agreement on a fitting sentence for the defendant. Court costs will always be borne by the loser of the case.

Executive Branch
This branch is composed of an Aedile and a Consul, both elected from the Senate for year-long (4-turn) terms. The Aedile is responsible for the development and maintenance of public works and general domestic regulation (including city investment, etc). One can say the Aedile is a sort of Mayor. By contrast, the Consul is in charge of maintaining public order, the military and foreign affairs of Nessos. If there is a need for fighting, the Consul is to march out and lead Nessan troops into battle.
The two members of the executive branch are expected to work together and determine what amounts of the budget they intend to spend in order to prevent over-spending.

Religion
Like most other ancient cultures, Nessos is a religious city-state. Nessans worship a whole pantheon of gods but chief amongst them is Bennus, the king of gods (similar to OTL Zeus). To represent this, a Pontifex Maximus, or chief priest is elected from the Senate for a life-time term. The Pontifex Maximus must essentially be the medium between the gods and the mere mortals which inhabit this Earth.
The player for the Pontifex Maximus must write a proper story every turn regarding religious rites, etc.

Taxes
Don't you just love them? I know I don't. Nessos as a state may own some industries in the city but the plain income from that is likely to be insufficient to provide for the city in times of need. As the Republic has just been formed, the tax situation is still hanging in the balance as Nessans enjoy a short period of a tax-free environment. Back in the days of the Dicchus Dynasty, taxes were 10% on all income. Perhaps it's time to set one now?

Military
The military is composed (obviously) of land troops and naval troops. It costs military equipment and money (you gotta pay recruiting agents and bounties) to raise a number of troops. It also costs money to maintain, and someone should decide what to pay them. Currently, Nessos is lucky in that troops are actually levied from the citizenry (like hoplites in Greece) and won't need pay because it is a citizenship obligation. However, as time goes by, this may not be such a good option. Troop examples are as listed below: -

Vessels: 23 biremes; 3 swift rowers
Manpower: 800 rowers
Commander: Testecles Pompeii
Pay: 3600 L per turn (rowers paid 1 solidus a day)
Cargo: Food supplies w/ 800 L (suff. for 1 turn); Wine w/ 400 L; Hides w/ 1500 L
Notes: The men are dying of scurvy!

For the record, when calculating supplies, an average two-meal-a-day system would cost about 3 denarii per person per day. That means each turn on standard rations, one man will eat through 1 Libre worth of rations. Fighting is expensive, live with it.
For simplicity, horses will eat the grass - unless you happen to campaign in barren lands, then each horse will count as a man.

Credits and Other Notes
This NES will be an experiment and the rules may change very frequently until we find something that works well for everyone.

Obviously, one must credit Gelion and erez87 for coming up with the concept. Disenfranchised and MjM were great enough to come up with the Nessos countryside and Nessos city maps respectively.

Notes: Essos is the big kid in town. Established much earlier than either Nessos or Pila, the city has grown and grown into an agricultural powerhouse. Essan wool and timber are known to be the best and the massive amounts of money generated make this city a powerful foe to contend with.

Notes: Pila bounced back very decently after the Mugdul invasion. This is the only other republic in the world and it is a city where there are no major industries but fishing and trade. The Senate meddles a little bit in this entrepot city's trade but are generally content to levy a tax on all traders that pass through. They also seem to source strange items from faraway lands which no one has heard of..

Notes: The Loyal Azalites are a team of mercenary horsemen who generally act as scouts and irregulars. The "Loyal" part was meant to be ironic.

Notes: Similar to Nessos' citizen levy, Consul Mannus has the right to call all citizens to arms as the need arises

The House of Alexii

The city of Nessos had a violent foundation, one that mirrors much of the political and military infighting that happens between the great families of Nessos. Gaeleon Dasius murdered his father Biggus Dicchus, and then founded the great city. The patrician families of Nessos claim descent from the adventurers, exlies and warriors Gaeleon Dasius recruited to help establish his city.

The Alexii should be counted among those ancient bloodlines.
They are not, perhaps, of quite the first rank, although this in itself means that they are keen to prove themselves equal to any Nesson, but they are certainly among the optimates, the aristocracy of the city, and have been for many generations. They are important people, used to the privileges of rank and the usages of power, both to further Nessos's ambitions and that of their own family. They have also produced able politicians and generals - the two go hand-in-hand in Nessos, as political success rarely comes without success on the battlefield. Membership of the patrician class is what sets the Alexii apart from other Nesson factions.

They are counted among the old families of Nessos, those related by blood, marriage or adoption to the founders. These are people who have always been important within the social hierarchy, people who would expect to have authority as a matter of course.

They are, however, unusual in a couple of respects for a Nessoan family of the old ways. Firstly, they are extravagantly wealthy. Alexii also have a the political skills and military competence to make their family greatest in Nessos, and possibly rulers of the known world. Their ambitions are boundless...and realistic.

Melkor Atonditos/ Atonditos/ andis-1

The family of Atonditos is one of the oldest families in Nessos. Their forefathers have lived here even before the birth of Galeion, Farming the land, hunting in it's woods, mining in it's mountains, and fighting to defend it. All these years they have lived making everything they need by themselves, all the way from farming tools to swords and shields. It is held as sacred duty for every father to teach their son in skills of smithing so that the knowledge to make tools and weaponry will never fade.
During the wars with Mugdul and Arkadians the value of good weapons grew, and smithing was the most important industry above all. In those days the smiths of Atonditos became both rich and well know for their skills, and they still are.
Today Atonditos Family is almost fully centered on smithing, but they still have farms outside the city. With enemies at all sides, weapons will be needed, as those who make'em...

Phalloss Erecticus

History:
Founded by Largus Erecticus, the Erecticus family has always been very religious, the women of which served as high priestesses in temples to the love goddess throughout the land, and the patriarchs encouraged men to go to war.
Even when not involved in temple life, the Erecticus family is always one of the first to be turned to when people are unsure of the will of the gods. This takes great patience and tact, something that the family has developed well over the years.
 
Aegidius Dynasty

One of the only matriarchal families in Nessos, the Aegidius family is very large. Their size does not always translate into power, and many of the sons and daughters of the family end up as high-status lackeys. Anna Aegidius is an ancient woman, especially for the city of Nessos, and she leads the family. Under her is her son, Antonius.

The family has been around for longer than anyone can record, yet only in the city of Nessos for the lifespan of Anna. A cunning crime boss, Anna forced her way into a position of power in Nessos. The crime life is no longer (officially) part of the Aegidius Family, yet every family member is left much more hardened than your average patrician. Oftentimes, an Aegidius will choose to strong arm himself into a position of power rather than play the delicate political games that all of the other families seem so intent upon.

Within the last decade, the family has split into two loving yet highly competitive factions. On one side is the old guard: gentrified gangs who run political machines (with more coercion than politicking) and are led by strong women. They learn their trade on the streets, with a vast network of lackeys. On the other side is the up-and-coming noble faction. They are led by Antonius, a brilliant academic who spent years in the prestigious academy in the center of Nessos and now is one of the most promising politicians on the scene in Nessos. Under him are the various, more traditional patricians, who have a taste for good wine and clothing and are philosophically high-minded.

It is expected that Anna will die soon, and that Antonius will take over the dynasty. He is expected to play off both of his families factions brilliantly. Though Anna never made them the piles of gold that many of the other families have accumulated, she has built a family that is very tough, very large, and most of all very loyal to one another. An Antonius in a position of political power could cause some dramatic changes…

It is your game of course, but I always thought that having 2 Consul positions adds a lot more intrigue and activity into the game. But you are the God...I mean you are the mod. As for the cuotnryside map - I loved it and always wanted this game to be this precise. Lets get it going :D

Also Insane_Panda should be credited for creating the first terrain map of Nessos (the one with the smallest scale).
