What Gov Will The AI Choose?

"Vanilla" Civ is structured so that increasingly "better" government types simply have less corruption & waste, with Communism being the wild card.

Now, with the addition of new out-of-the-box Gov types and modder designed ones, does anyone have a real sense (not "logical" deduction - that's led to more dead ends than I can count) of what makes the AI choose one Gov type over another with equal Wast/Corruption factors (e.g., Republic and Fascism)?

Well the goverment will always choose the goverment that has the best trade bonus, unless it is at war for a longer time period, then the top priority is what gov is best for war.
 
So "Standard Trade Benefit" and "Standard Tile Penalty are it? :confused: So the AI utterly ignores Worker Rate etc. in its decision making?

Yoda, you mention "the best gov for war". That potentially includes military unit support cost, draft rate, military police limit, hurrying production, etc. Any clue which of these are taken into account?

Well as far as I can tell, the most important thing is war wearness, then unit support cost.

So a Civ at war will always choose Fascism over Republic despite the fact that Fascism doesn't get the "Standard Trade Bonus" whereas the Republic does? - Also, in choosing a wartime Gov of Fascism or Communism, do we think the AI counts the number of Towns / Cities / Metropoli it controls to decide?

1) Afaik.
2) In my experience the number of cities does not affect their choice.

Remember this is not facts, just what my personel testing shows.

Thanks for your patience Yoda. "1" at least makes some sort of sense. "2" however makes me feel like a dog gnawing a bone ... And now just one piece of the bone has become why the AI would choose Communism over Fascism or vice-versa for waging war?

:bump: Yeah, bumping my own thread ...

Given the number of mods and modders around here, so far alarmingly little has come up. Thanks to Yoda & Mrtn: (1) Corruption & Waste is the primary driver; (2)next the AI likes Trade benefits; and (3) in wartime it evidently factors in first war wearness, then unit support cost.

Now I know that many of us have modded Govs - surely somebody can contribute a bit more?

I think Unit Support can sometimes be more of a deciding factor than a Trade bonus, depending on the AI's position. (I have seen the AI use Feudalism a few times, even though they COULD have had a Republic).

One thing I know doesn't make a difference (unfortunatley) is the amount of Improvements/Wonders it allows.
