I have two computers that I run civ 3 complete and on the second one I got a PBEM save and I was going to put it in the saves folder and it wasn't there. I have saved games but I can't find the folder.
The saves folder isn't created until you start your first game. So you can either start a first game to create that folder or manually create the save file under the Civ3 directory "Saves".

If you try to load the save, and it works, then obviously it's out there somewhere.
Maybe if you were logged in without administrator rights, then this kind of behavior would happen. But I don't think you can play Civ3 without admin rights....Might be install, tho. So make sure you're logged in as admin.
Go to C:\Program Files\Infogrames Interactive\Civilization III and in the upper toolbar it should say "compatibility files". Click there. Then go to saves.
I don't thing that works for some version of vista either. Just copy-paste this into your addres bar.

There should be a folder called saves. If that doesn't work make sure you have a save that is called something weird like superchickennuggets. Then type something random in the search box that won't bring up any results. Click on advanced search. Change location to "everywhere". Check, "include no-indexed, hidden, ...". Then click "enter" on your keyboard. Then clear the search box in the top right. Finally, hit enter again.
