I tried to update my Civ 4. When I relaunched I got an error that said Error loading shader libraries. I thought to myself, damn, I guess I will have to reinstall this. The only thing is that it won't let me uninstall through the Windows Add/Remove program because it didn't finish updating. Any ideas on how to delete the program or fix the problem?

Sometimes it get messed up and can give the error you have reported. Reinstalling may fix it and if so avoid potentially having to mess about with registry editing for a manual uninstall.
So I should just delete things?

installing directX should have helped - and just having it is not worth much since microsoft publishes updates every few months without changing the version number - the error you cite is in almost all cases due to a non-updated directx.
