Disease in city 2 tiles from flood plain

This one surprised me. Nineveh, which is totally surrounded by hills and mountains (and lies on a desert tile) is struck by disease! According to the advisor, the flood plains are to blame, but they are two tiles away. Has anobody else seen this?

This on an unmodded 1.29 game, by the way.

Just to be perfectly clear, the city is indeed on a desert tile. Somebody would anyway want to check this (I would).

City is in danger of disease if at least one of it's citizens works on flood plains. Zoom into Niniveh and check that.

There are 3 Flood Plain tiles within Nineveh's 21 tile "radius" so I assume that working one or more of them is what caused the disease.

Yes, the citizens are working in flood plains. Don't you care about their health, you cruel and insensitive monster?
