131.8 installation

Apparently when I removed spaces from the filenames, one of the files runs into a bug in Civ 5's 7zip extractor (installer). Until I can narrow down which filename is causing this, please install the beta manually.

1. Change the extension to 7z.
   unofficial_patch_and_vanilla_enhanced__v_131_8_beta.7z
   .
2. Unzip the file with 7zip.

I realized why I had such difficulty finding this problem. It had nothing to do with renaming the filenames... it was the same bug with the mod extractor I encountered last summer. I'd forgotten about it! (and apparently so has Firaxis)
