AI much stronger but no DOW?

I was playing Siam and planning to go cultural. Then early in the game I met Washington and his capital was like only 1 city away from mine. I was anticipating that he would DOW me soon but he never even once did, even after the modern era. Granted I did return his worker from a barb camp and had DOFs with him twice.

The weirder thing is he later DOWed and captured several neighboring CS and was way ahead in the tech tree that he got nukes in 1900 AD, so he DOWed Gandhi and Caesar which were south of him. I figured that he was looking for more room, I was just west of him and I'm like hmmm, can I finish utopia project before he finally fires the DOW salvo?

Are there AIs who are so good that they never DOW no matter what?

PS: I did not DOW any AI in that game though.

Ummm... this just sounds like you were his BFF, and he didn't want your land.

Did you trade any resources with him, or give him help when he asked for it??? Sometimes you get a fluke where if you are nice enough, and say pretty please, then they don't kill you.

Oh...ok. I guess giving him help is a factor? I did give him my excess gems once. But I found the other AIs are not so kind. Even when helping them they'll eventually DOW me when their borders start creeping next to mine. Throughout the game I had only 3 cities and that somehow gave the other AIs the impression I was easy to bully even when they only had swordsmen and I spammed some Naresuans just in case. I was DOWed about 4 times by Sully.

So far Washington is the only AI that, having received my help has never DOWed me even though he can well do so.

A few are aggressive no matter what, but I've had civs including Russia and Mongolia play nice in the same way. It depends what victory condition they're after - AIs in Civ V are programmed to prefer different victory conditions, and if you aren't a threat and they aren't after domination or their favoured city-states, they won't usually try war. On the other hand any civ that isn't the leader will probably see a weaker civ as easy points/territory/population to help it.

Yes, actively cultivating friendships is key to avoiding trouble with any AI - regular presents help, things like returning workers help a lot.

Did you have other decleration of friendship sometimes the AI sees this as defensive pacts and will not likly atack you especialy if you're friends are close to him.

I've had alexander just dowing me early but after that just doesn't want to because I was friendly with hiawatha and darius who where their neighbours

the tooltip of DOF says it deter agression and its true but it usaly only works if the friends are neigbhours of you're enemy

Besides India, no. Washington DOWed India no problem but it doesn't see anything wrong with me when I DOFed India. On the contrary I actually had a defensive pact with Washington as the other AIs were simply tearing each other apart and I was anticipating DOWs from Sully which did happen - and that was probably the only defensive pact I ever successfully had with an AI.
