History:
The Revolution, it was truly our only saving grace. With No knowledge of Fascism or the Second World War, Italy had been redeemed from her former alliance. However new problems arose. Italy was no longer unified, the King was dead, his son was exiled and the pope had called a new Papal State, and the tiny city states of Italy reformed, with the biggest power in Italy being Sicily in the south. A unified Italy it seemed was truly just a misguided dream, however some way some how Pietro Badoglio took it into his hands to make sure that Italy would remain unified, taking the only thing that could unify them Rome. He and his forces quickly attacked and Seized Rome, ending the new Papal State, and declaring himself the Emperor of Rome recreating the old empire. He and his army quickly invaded the North finally taking Genoa. There he stopped, being too weak to continue.
Emperor Badoglio returned to Rome and set up a senate and named a Consul. However he decided that he wouldn't continue to failures of the Emperors of the past, he gave his power to the Consul, and made it so that the Consul would be elected by the people after a year. Badoglio refused to see his new Rome destroyed by fighting between the generals once the emperor died. The Second Roman Republic was created bent on returning Italy and Rome to her former glory.
The new government of the Empire is split between the Consul and the Senate with the Emperor holding only the title of Commander-n-Chief of the Armed Forces. The Consul acts as the head of state, and is deals primarily with diplomacy, but he can also give suggestions to the Senate, along with the ability to veto their actions, and sign laws into effect, he is elected by the people every 7 years. Can be given temporary emergency power by the senate for a year and can be renewed if needed and take the title of Dictator in a time of crisis, with him and the Emperor acting as the only two people in power.
The Emperor acts as the power behind the Senate, he enforces the laws and brings new people under the banner of the Republic. Takes orders directly from the Senate and the Consul.
The Senate creates laws and is the only group within the Republic that can declare war. They choose the Emperor when the old one dies or can no longer fulfill his duties as Emperor.
