WorldBuilder not loading mods

Ever since the most recent patch (1.0.3.70), whenever you fire up the WorldBuilder (latest version, NOT the new Beta), none of the mods necessary for building custom scenarios load up.

Tried this from the Mod button at the launch screen of WorldBuilder. All mods show up in the list, and it allows you to check/uncheck, but when you hit "OK" it doesn't load. Same with trying to switch mods after having started working on a map.

Interestingly, any mod that was loaded within the core game itself before the patch (and are still "checked" for loading) come pre-checked in the WorldBuilder list and can be unchecked, but don't "unload".

Things I did:

- I unsubscribed of all mods, and deleted all from my library (from ..\Sid Meier's Civilization 5\MODS) manually. Checked to see if they disappeared in-game.
- I deleted all my caches.
- I rebuilt only one of my personal mods, tried to load it in-game to see if it was broken, and checked the logs, and all was fine. Even that would not load in the WorldBuilder though.
- Tested with 3 other mods that I subscribed to immediately after it, and all 3 were very simple edits (just for testing purposes)
- Even did the "point to custom path" thing which was offered as workarounds for the WorldBuilder problems back in May.
- I even tried launching WorldBuilder as admin.

The patch came with some problems with the load order (confirmed by Firaxians) and I'm attributing it to that, but still, wanted to make a note of it.

WORKAROUND (26 Aug 2013): Thanks to S3rgeus pointing out to me that once the mods are loaded in-game with a clean cache, and a new game started to ensure full loading, and switching to WorldBuilder, all will be in order, except that to change mods, one has to go into the game again and uncheck the mods. This thread has others complaining of a linked issue, where due to loadorders, certain texts appear to not display.
