Peace be to all beings!

...Except the Senate, that is. I was just about to cream the next Mongol city in a current game, when I bumped into one of their engineers, and the usual request to meet with an emissary came through. Being in a warlike mood, I refused.

Then a new message pops up: "The Senate meets with the Mongol emissary behind your back and signs a permanent peace treaty!"

I'm gonna get that batallion of Abrams tanks and just go charging right into the Senate chambers, and :ripper: .... [What...? Oh, *$#@!] I have just been informed that the Senate meets in another reality, and cannot be attacked. :mad:

Get someone else to "declare war on an enemy." You'll take a rep hit, but you'll get your war.
 
If you have the UN, you have a 50% success to declare war... If you have the Statue of Liberty, there's no more anarchy when switching governments. Therefore you could switch from demo to ... demo without problem, and declare war while changing government !
 
Or, if you feel the need to stay in Democracy, keep sending "sacrificial lambs" into their territory. The AI will demand that you leave their territory only so many times before attacking.

Considering that the AI considers any unit to be of a military nature, send in a few explorers or diplomats/spies, e.g. ones that will never win a battle and look like a good matchup for the AI to defeat. Even the more "peaceful" civs will eventually declare war on you. You just have to have a little patience. Hey, if nothing else, it gives you time to amass your invasion force...
 
I second the previous advice with this:

As the anniversary of the Great Dallas Confusion reently passed, I must say: the proper use of patsies allows one to get away with almost anything.
 
If the Senate has signed a permanent peace treaty against your wishes, you can often provoke the enemy civ into declaring war on you again by demanding tribute from them. An AI opponent with a bad attitude is easy to goad into attacking; equally important, having them make the first move preserves your reputation and avoids a collapse of government.
 
(laughing) Yeah, guys, I know all these things. I was just blowing off steam, that's all! Last night, in another game, I had the Senate support me in a war against the Spanish, so I get my breaks from the Senate as well. It was just way too obnoxious in that other game, the way they went behind my back and negotiated the peace.

Except that Rep and Dem governments dont permit demanding tribute...
 
Warning about breaking/cancelling alliances: all your "overseas" units are sometimes returned to the homelands if you do it wrong.

Just do what I do.

Anarchy > Monarchy > Communism (and Fundamentalism if tech is covered and I'm at war).

I don't like screwing around with Republic and Democracy is such a pain in the ass to play. Maybe I'm lazy. Maybe I should try Democ. for a change.
 
Why bother.? My cities grow like weeds in fundamentalism. And no annoying Senate to get in your way when you're crushing the infidels. It's good to be God Incarnate.
