Bug concerning population growth

Maybe this belongs on the support board, but it's not a technical problem.

In the first civ I made, my capital city, Washington, stalled at 6 population. I'm not a civ newb at all, I've been playing civ games for about 10 years now, probably more - So I know how to grow my cities heh. The food storage fills up completely while the population is at 6, then says "growth in 9999 turns," even with a 6 food unit surplus. So the food storage is full, but my city isn't growing.
I started a new game because I didn't want my capital city stuck at 6 until 2000AD. Next game, Memphis, my 2nd Egyptian city, does the EXACT same thing. (6 population, stalls right before 7)
The only correlations I can think of between the two situations are that when they stalled they were both building wonders (Pyramids in Washington, Colossus in Memphis) and both civilizations were in the Golden Age.
On a side note, I loaded a game I saved 2 turns before Memphis would NORMALLY reach 7 population, changed the build orders to Wealth, but the city still didn't grow.
If you've had this problem please gimme a helping hand, I really don't want to have a city in every civ whose production just halts altogether. (I've tried starving the population, but when it gets back to 6+full storage, it freezes again, grrrrrr)

you have to build an aqueduct for your cities to grow past 6
 
Seriously?
6 now?!? First 10, then 8, now 6!

The reasons I didn't think that was the problem was because
1. no advisor told me that was the case, I've seen screenshots with advisors saying "x city can't grow without an aqueduct"
2. other cities of mine have grown past 6, but now that I think of it, they all had access to fresh lake/river water hehe.

np, I had the same problem until a couple of nights ago, it was VERY frustrating. Good Luck ;)
 
I hade the same problem with 12 and 9999 turns to next pop growth - this is cos you need a hospital.
 
Are we sure that an aqueduct is required to get past 6? I think I've seen cities with fresh water and irrigation get past 6 without an aqueduct. I have seen the stallout at 6, and I know an aqueduct gets you past it, but I don't think it has happened every time.
 
City that have access to fresh water do not require aqueduct but will eventually need an hospistal to get pass 12
 
I think the city itself has to be next to fresh water, not just have access to fresh water. I have had a city get stalled even though there was a river within the area being worked but the city wasn't situated on the river.
