The area contained within the national boundaries of [country name] shall
be divided into areas called provinces, each of which is under the
control of a Governor as stated elswhere in this Constitution.  The
boundaries dividing such provinces shall be set as determined by the
congress, and may extend beyond the cultural boundaries.

Yes, constitutionally we have no provinces, or governors, or deputies, or term limits.

Then, if no one else does so, I will open it for discussion. I am working on rewriting Article E right now, and will put that up soon.

It's madness that a 31-1-1 (a 93 % of yes votes !!!) vote defeats an article. Drop the census not to the maximum turnout, nor to the average turnout, just base it on the turnout at the ratification.

I know it's not really neat, but we have to stay realistic. In the DG a lot of people vote during elections, and you'll hear from them again at the next election. They are blocking that way the constitutional process. As we can't even find enough votes during elections, we'll never meet the quorum in the middle of a term.

DROP THE CENSUS, DROP THE CENSUS!
 
This is exactly what happened during a previous demogame, and I think the reason we went with 1/2 the average votes in the elections.
