Should the Domestic Dept. ALWAYS govern the Capital Province?

This is a followup poll to whether the Domestic Department should currently be governing the Capital Province. LINK

That poll finished with an extremely tight margin (1 vote) and supported the current governance of the Capital Province by the Domestic Department.

If this poll returns a result that the Capital Province will not ALWAYS be governed by the Domestic Department, we will hold discussions and a poll to determine exactly when control is passed and a new Governor is elected.

My take is YES. Since governing the Capital Privince at the current time was confirmed via poll, I can't think of a milestone in the future that would make the current choice invalid.
