Dear Citizens,

Skilord, the domestic deputy, has been absent for some time now. He is also the Governor of New Cormyr. I have appointed Cyc as deputy until Skilord returns or the next elections arrive so that I do not have to post build queues for half the nation. Cyc will function in every way as Deputy Domestic Leader, which includes posting build queues for provinces with no governor. Whether we choose to interpret this as meaning that he will govern provinces whose governors are simply missing is another matter, but I suggest we do so, or we are going to have another mess on our hands.

Please vote, so that we may get on with the business of running the country.

Actually, I think it was the barbarians on that galley in Lake Phoenatica. They have threatened to kill him if we do not pay the ransom of 25 gold.:eek:
 
The domestic leader is certainly free to hold a poll concerning the replacement of his missing deputy and I highly reccomencd Cyc for the job. He is qualified and also eligible for the position. Whether he can be acting domestic leader in eyrei's absence and governor of Kasmir at the same time is another question.

I must point out that there is no constitutional basis for the domestic deputy taking over a province when the governor is retired, resigned or otherwise missing. Article 4 of Section F in the constitution (quoted below) is the governor of newly acquired provinces only. We have gained no provinces or cities during this term. We have no constitutional process for replacing missing governors.

Article 4: The Domestic Deputy is the defacto governor for provinces acquired between election years. A special election will be held for a new governor when a newly acquired province grows to 3 or more cities. [Modified May 24, 2002]
