If all goes according to plan, we will have another settler

in about six turns. It is being produced in Eklektochtitlan, but there are no instructions for where it should go.

Keep in mind, that this settler will not be produced for another six turns. Hopefully, in that time, we will be able to capture Kyoto and extort a few more cities from the Japanese (most likely along the northern coast - such as Satsuma, Novogrod, & possibly Ise).

If we are able to do so, we should establish a city near those gems ASAP so that we can reap the benefits of an additional luxury and solidify our northern borders.

I suggest Q.....It is a prime location with great growth potential. Also, as Governor of the SW Province, I plan to make a budget request to rush this settler if this location is chosen. We need to obtain this land before India can. In addition, this site can be founded within a few turns due to its proximity.

It's not what I would prefer to do, but without another settler being produced in the next fifteen turns, we have limited options available to us. Hopefully, we can persuade the honorable governor of the North Province to alter his build queue.
