From what I hear Rome isn't pretty at all anymore since the beginning of the Industrial Age. Vienna should have been on there. :(
 
Vienna is still beautiful, but nobody does cities like the Italians (actually, Romans :D).

I would definitely vote Prague, though it has become distressing commercialized since 1989. I also wonder how the flood damage from last year might have affected the city?

As a runner up I nominate Trieste, and Venice too. As a student in Hungary I avoided Italy like the plague but my girlfriend at the time insisted that we go for a vacation, so you could see two heel skids as I was dragged from Hungary through Austria to northern Italy. I assumed the place would be one big tourist trap, and a waste of my time. Well, when I woke up on the bus in Trieste the next day - it was stunning. I fell in love. We spent a wonderful time hitchhiking across northern Italy - Udine, Venice, etc. - and it was all well worth it. At the end of the journey you could see two heel skids going back to Hungary because I didn't want to leave Italy.

If we're talking scenery, then I think nowhere in Europe rivals the southern Carpathian mountains in Transylvania, Romania. Take a trip to Brasov sometime - a nice enough city in its own right - but the mountains farther east are spectacular.
 
i have not been in that many cities in Europe but from the ones i have been to i say Paris is the most beautiful
 
i've been to vienna several times and grew up in frankfurt. I would biasedly say frankfurt but vienna probably tops it because:

It was the only german city that wasn't bombed. All the buildings are intact. The appartment buildings have beautiful 19th century designs that dwarf the boring contemporary. St. Stephens Cathedral...awesome. Most beautiful arrangement of gold i ever saw. those neat street cars...the carriages. Awesome. Just go and see it yourself. Berlin was on the same level before WW2. A lot of nice german cities have been ruined by allied bombings. And also italian sites have been ruined

BTW...don't mean any insult but i think that picture speaks against london. To me, it looks very industrial and unappealing. LA style.
