As the current council vote to select a new Vice President has shown via Octavian's reply, one person can vote multiple times on a council vote and hold multiple seats at a time (though Oct chose to abstain with his other vote). I would consider it a problem for democracy if at some point somebody has a majority of votes on the council and can approve or reject any appointee. I also feel that one person should not hold multiple elected seats, as they may become too powerful in other ways. The SP demogame has a restriction prohibiting people from holding multiple leader positions, should we implement this here?

I agree, if they hold 2 possitions, then they should only have 1 vote.

Though I dont likie the Idea of restrcting people not to hold 2 possitions.

Agreed. I think that the council votes should be based on members; not offices. Besides, there are some positions that don't have too much work right now and the office holder might want more to do.

If ever, I'd prefer a limitation on the top offices, but no such restriction on ambassadorships. We'll have five or so ambassadors in the end, and it may get difficult filling all those spots.

Actually, I was thinking that too. Perhaps there should be a limit on the leader positions with a Council vote and Justice of the Court (to keep the CJ unbiased) but not on ambassadorships as well as the temporary positions (prosecutor, defender, and governors).

I couldn't agree more, Boots. :goodjob:

I think it is OK to people to hold multiple positions, if they can manage it, but it would be ridiculous if they could vote more than once on the council vote.

Here is a proposed amendment to our constitution. Discussion on this will be open for another 48 hours or so. This amendment will allow for people to hold multiple Ambassadorships and temporary positions such as Governor, Judge Advocate, and Public Defender simultaneously or in conjuction with an Executive position or Justice of the Court, but would restrict each citizen to only one Executive position or Justice of the Court (to keep the Justice as unbiased as possible).

Here is the text of the proposed amendment, changes (the addition of D.8 and F.1) are written in bold.

Code:
[i]Article D.[/i] The Executive Branch consists of the President,
Vice President, and the four Ministries.
     1. The President is in charge of the nation. He acts as the
head of state and government for Fanatikou. He shall be the primary
person in charge of playing the save game.
     2. The Vice President is directly under the President. He
assists the President in all his duties.
     3. The Minister of Domestic Affairs handles all aspects of
the game directly related to the care and management of the
cities, and of the nation tax rates.
     4. The Minister of Foreign Affairs handles all diplomacy
conducted with foreign nations. This includes the negotiation
of treaties and trade agreements.
     5. The Minister of Defense is the general of the army, navy,
and air force. He handles all movement of units, except for workers
and settlers.
     6. The Minister of Science oversees the nation's scientists
in their work.
     7. All these members of the Executive Branch of government
shall be members of the Executive Council.
[b]8. No citizen shall hold multiple Executive offices
(President, Vice President, or any ministry) simultaneously.[/b]

Code:
[i]Article F.[/i] The Judicial Branch will be formed of the Justice of the
Court of Fanatikou. He shall handle all judicial matters of the
county, including interpretation of the Constitution, and Public
Investigations.
[b]1. No citizen shall hold an Executive position in
conjunction with the position of Justice of the Court.[/b]

EDIT: Corrected spacing issues.

I'm still behind you 100%, boots. We won't have multiple vote persons and we will have a more balanced power structure. I know everyone in this game means to play for the team (and not themselves), but a loop hole is a loop hole and must be destroyed.

How about you can't hold 2 positions unless NOONE wants the other one, and then you can have it, only until someone wants it that doesn't have another position. And you only get 1 vote.

@MRex - I think the President (or appropriate leader) would be able to find someone to take the position by appointment even if there were no accepted nominations. Plus, I think that would add a bit too much legislation to this proposal (as it is doubtful that such a situation would arise), and if it did happen and someone new wanted a position that someone held already but that person held two positions, could the new player force that player to resign one office and if so who would choose the office? I think it would be a lot simpler if we kept it as it is.
