After loading a hotseat game, each player gets to take two turns before the game moves on to the next one.

Wait, never mind. What is happening is if a unit has any actions left you can end your turn and the game then acts like it's going to the next player but it comes back around to you.

Yeah it does do that. You have click your own name again and finish up.
