A list of the National Wonders excluding the Palace:

Heroic Epic: +100% unit production
West Point: +4 xp to units
Ironworks: +100%* production
Wall Street: +100% commerce
Oxford University: +100% research
National Epic: +100% great people
Hermitage: +100% culture
Globe Theatre: no unhappiness
Scotland Yard: spies
Red Cross: free Medic I promo
Mount Rushmore: -25% war weariness
Forbidden Palace: reduces distance maintenance

How do you regularly combine them or disperse them?

Usually I try to give my production cities:

Heroic Epic + West Point
Ironworks + Red Cross


For my commerce cities:

Wall Street + Oxford University


Great People cities:

National Epic + Globe Theatre

Everything else goes to random cities, except for the Forbidden Palace, which I try to distance from my capital and place near my good cities.
 
I find that contrary to what you would expect, Wall Street and Oxford are a bad combo. If you are running the science slider above 50% then you are losing the benefits of Wall Street. It is better to have WS in a shrine city where it will generate gold no matter where the slider is. Other than that, the production combos look right, and I usually do Globe-NatEpic and hope for no artists.
 
Heroic Epic + Westpoint is a no-brainer combo

My super science city will often have National Epic if I've built the Great Library (since you get so very many GS points), so Oxford goes there too. Also more science specialists from Oxford when outside caste system makes this a winner combo too.

Globe Theater goes in a super-high-food city for incessant military whipping/drafting.

Forbidden Palace probably in the core of a captured enemy empire.

Wall Street in the city opposite to the rest of my economy - a cottaged floodplain (for SE), high-food preferably-coastal city (for CE) or shrine city

Ironworks + Red Cross

Rushmore wherever

Scotland Yard wherever

Hermitage probably on the border of a neighbour I didn't want to invade. Don't think I've ever built it
