Rationale: The main problem with BW forest chops is the lack of wood inside your borders (as your borders are still small and growing). While a 40 hammer chop is solid, a 26 hammer chop is a very big difference. Boosting this back up a notch makes bronze working a more competitive tech and makes chop strategies more useful, adding different avenues of play.
