Change to:

Reasoning
remove city adjacency will simplify adjacencies and re-center resources only.
City adjacency gives weird incentive to settle on resources so 1 tile gives 2 different adjacent bonuses
make the base yield a different type of yield from the ones the adjacency gives so the rewards are more clearly visible to humans
weakening the base yield will help humans and AI better-understand that the main point is to only place Haciendas where the adjacencies make them worthwhile.
Overall this will make the Hacienda stronger. According to both player feedback and AI test games, Spain is in need of a buff
