VP Congress: Session 5, Proposal 76

The intent here is to make Majesty and Splendor be equally competitive when choosing your 4th policy.
CurrentProposedRationale
Ceremony
  • +1 :c5happy: Happiness from National Wonders with Building Requirements.
  • Court Astrologer (+3 :c5science: Science, +1 :c5science: Science to Herbalists, Lodges, and Councils, 1 Scientist Slot)
  • +1 :c5happy: Happiness from National Wonders with Building Requirements.
  • +25% :c5production: Production toward National Wonders with Population Requirements.
  • Court Astrologer (+3 :c5science: Science, +1 :c5science: Science to Herbalists, Lodges, and Councils, 1 Scientist Slot)
A recent proposal that passed made National Wonders have a much higher Production Cost to build which has affected Tradition players. This change will effectively allow a -20% Production Cost toward the affected National Wonders.
Majesty
  • Specialists in the Capital consume half the normal amount of :c5food: Food.
  • State Treasury (+4 :c5gold: Gold, +25% :c5greatperson: Great People Generation, 1 Merchant Slot)
  • Specialists in the Capital consume half the normal amount of :c5food: Food.
  • Palace Garden (+5 :c5food: Food, +25% :c5greatperson:Great People Generation, -2 Urbanization Happiness, 1 Great Books Slot, 1 Writer Slot)
Majesty is now correlated with the policy to grow harder. It's silly that you have two Food bonuses that are on the opposite side of the policy branch. Stack it all into one. Buff your culture by working with specialists! Of course, we're going to have to move Throne Room's Urbanization Reduction a little bit earlier so Majesty is worth taking to work early specialists earlier!
Splendor
  • Expending a Great Person grants 50 :c5culture: Culture, scaling with Era.
  • Palace Garden (+5 :c5food: Food, +2 :c5culture: Culture to Monuments, Baths, and Gardens, 1 Great Books Slot, 1 Writer Slot)
  • Expending a Great Person grants 50 :c5culture: Culture, scaling with Era.
  • State Treasury (+4 :c5gold: Gold, +2 :c5culture: Culture to Monuments, Baths, and Gardens, 1 Merchant Slot)
Splendor now grants the State Treasury. If you take Splendor, your Capital might not grow much, but at least you can be a bit wealthier and buff your Culture from your satellite cities as a Tradition player.
Throne Room (Finisher)
  • +10% to all Yields.
  • +1 Tile Working Radius
  • 1 Great Work Slot of Music
  • 1 Musician Slot
  • -2 Urbanization Unhappiness
  • +10% to all Yields.
  • +1 Tile Working Radius
  • 1 Great Work Slot of Music
  • 1 Musician Slot
  • -2 Urbanization Unhappiness
See Majesty's Rationale. Also, it never was mentioned in the finisher text...

I'm fine with the ceremony and Majesty changes, but that splendor bonus is too much.

This continues the constant escalation of the power of ancient trees. We need to control for ancient tree power, not keep buffing them up until they overtake the medieval trees. This arms race has to stop.

Amended to remove the +2 Gold from all Specialists in the Capital, since I've heard and replicated that Tradition suffers no gold problems that serious compared to Progress and Authority...
