[Complex] (6-20c) Nuclear Non-Proliferation Triggers Sanction/War

This is a counter proposal to (6-23b), and directly inspired from it, with little twists.

Current:
All Civilizations are prevented from constructing new nuclear weapons (Atomic Bomb and Nuclear Missile). Weapons already constructed, however, are not disarmed.

Proposed:
Production cost is doubled for nuclear weapons.
Using a nuclear weapon impose an instant (does not wait end of turn) WC Sanction on the offender (which also cancel Defensive pact, as a consequence).
If the offender is already sanctioned, each of their vassal are given a chance to cancel vassalage, if they could normally ask for independence at that moment. Then, everyone go to war with the offender.

Human vassal player, if they can secede, are prompt to choose which camp they join.
(Fluff) The pop-up could come either from :
  • your master (who threatens/asks you to join them),
  • the actual congress leader, or the second if actual is your master (telling you that you really should break those shackles and join the other side).
Declarations of friendship broken this way do not incur diplomatic maluses.

Rational:
Having a WC impose a strict interdiction seems too forced on the player. Having a soft lock looks better.
However, this proposal still add a very punitive way to sanctioned which does not looks artificial imo.
It is also less punishing than (6-23), which I believe is too far in its direction.
It also gives vassals the occasion to rebel (if they normally could), without forcing the offender if they could keep them in line.

EDIT : clarifies which vassal can secede. Add how it works for humans.

How does this interact with the Iron Fist tenet?

Vassals that are allowed to rebel, are those who can ask for independence. Since Iron fist prevent any secession, no vassal can rebel. Will amend to make this clearer.

What about human vassals?
When it happens, a pop-up appear which prompt you to choose your side (if you are allowed to). The same kind of pop-up when someone ask to stop spreading, settling etc.

The pop-up could come either from :
  • your master (who threatens/asks you to join them),
  • the actual congress leader, or the second if actual is your master (telling you that you really should break those shackles and join the other side).
Since it is for fluff, it is up to the sponsor to choose who ask you
