Counterproposal of:

Trying to put my own spin on this.

God of the Stars and Sky
  • +1 :c5faith: Faith, :c5food: Food, and :c5culture: Culture from Tundra and Snow Tiles with Resources.
  • +1 :c5faith: Faith and +2 :c5food: Food from improved Tundra and Snow Tiles.
Usually tundra is bad for growth and specialist focus, but this pantheon makes it enticing to stay in tundra. Every improved tile becomes a workable tile, at the cost of lacking :c5culture: Culture, but has the bonus of almost always founding because of the high :c5faith: Faith output.
It's now also significantly different from Goddess of the Hunt.
Thematically it doesn't make much sense, but let's just say the pantheon god blesses the land with fertility.

continuing the trend of removing culture from pantheons...
the opposite of where I want things to go
If you go Tradition and take this pantheon (while starting in tundra), you can now afford to work the Artist.

Other trees don't rely on per turn Culture as much early on.
 
I mean, if I'm prioritizing culture, I'm going to work that specialist anyway
Not if you would starve doing that. Or if it delays your settler.
 
even if you have no deer tiles at all(!) you will hit 4 pop way before 2nd policy. Tradition gives you +2 pop afterall.
 
I've seen AI struggling to grow past 3 population. Even with +2 population from Tradition, they'll likely just be allocated to some 2 :c5food: tiles just to stay stagnant, contributing literally nothing.

With more food handicap bonuses nowadays, this shouldn't happen on AI, but would still be on humans.
