[Vote] (7-02) Rename Tyranny to Co-Prosperity Sphere

Change Autocracy's "Tyranny" tenet to "Co-Prosperity Sphere"
No balance changes, it's just a better name.
Tyranny isn't a bad name, but it's a very old concept and more of a synonym of Autocracy. It sounds more appropriate as an Authority policy name.
