Well, it makes sense that Grocer and Custom House reduce Powerty, by why Aqueduct? Is it because water was considered a luxury back then?
 
I don't like how the earlier buildings of the same line (Aqueduct, Grocer) remove Poverty but stops once it reaches Hospital.

With this change, the only buildings that specifically reduce Poverty are Aqueduct, Grocer, and Customs House (for some reason), the least out of the 4 needs.
I find the -1 Unhappiness from [ ] on late game buildings marginal for their costs, but can put the - poverty back on the Hospital to round out the numbers.

Just a consistent thing the building line does. Like how the Arena/Circus line reduces Boredom.
