Current Sea Beggar unlock at Astronomy (1 line earlier)
Proposal: Sea Beggar unlock at Navigation like normal Corvette

Rationale: this Unit is too strong even without earlier unlock. Also, the Netherlands is very strong in AI games, some nerf is required.

Also early tech unlocks are ripe for abuse in general. The fewer the better.
Changing a tech unlock for a unit doesn't change when the previous unit will expire.
This means you can build the earlier, cheaper unit -- in this case a Caravel -- and upgrade it immediately into a Sea Beggar as long you haven't researched the obsolete tech (Navigation). building/Upgrading caravels is cheaper than building the newer unit directly, the build is done faster, and there is no penalty.
Early unlocks are particularly abusable for Renaissance units and later, because you can access the Imperialism policy tree which gives discounts on unit purchases. I'm of the firm opinion that post-medieval tech changes for UUs shouldn't exist.
