A more robust Pantheon system.

I feel like the Pantheon system in V and VI are a bit underwhelming, especially when they are overshadowed by "formal" religions (that is not to mention some of the formal religions today ARE polytheistic AKA have a pantheon).
I also feel like the Pantheon doesn't live up to its name, you end up choosing only one deity/tradition for your entire empire. Example: Choosing Desert Folklore because you start in the desert only to find that your other cities are in more temperate climates, thus do not benefit from it. Whereas in history, even within the same civilisation, different cities worship different deities (Athens for Athena, Olympus Zeus, Spratans Ares and Delphi Apollo).
Here's a better Pantheon system: Each city, upon establishment, gets to choose a deity from a pantheon - eg a coastal town can worship God of the Seas, desert citadels can devote themselves to Desert Folklore etc.
Debate whether the Pantheon system needs fixing below.
