a space race victory w/o a capital city?

I just completed a game in which I went after Bismarck, divided his domain and took his capital (Berlin) and two other cities of his.

But I kept getting notifications that he had completed SS boosters, etc. and checking the victory progress screen showed he was, sure enough, moving right along with the parts.

Since the process of completing the space victory is moving the parts to your capital city, then if you lose your capital, that means no possibility of a space victory...or so I thought.

Another city becomes their temporary capital if the original one is taken.

hummm, why that just don't seem right...

For the capital and other cities to be lost, the empire divided and still be able to compete in the space race is remarkable - not least because there was no way to get past my territory which split his empire in two - so all space components would have to be built in one half of the original empire.
