A strange question

I was wondering if there was a way to make it so Civilization 4 not minimize if you have dual screens and want to do something on the other screen. I tried not using full screen but that was rough on my eyes.

Windowed mode is the only way to achieve that.
Windowed mode shouldn't be harder on the eyes, though you see a bit less of the map due to the bar and frame; maybe you didn't use a proper resolution when in windowed mode?
One can set custom resolutions in the ini file for windowed mode.

Thanks that worked, I didn't even think about doing that
 
Borderless Gaming might help :
(Though with multiple screens mouse panning of course works worse.)
