[Civ2] Accessing units in stack

Hello, I have returned to Civ 2 after a few years and I am trying to access a diplomat buried deep in a stack of units. I can't remember how to get to the other units. See image. Any help appreciated. Thank you.

There might be better ways but select any unit you can and press 'w' for the 'wait' command. That will move to the next unit without ending the turn for the prior one.

There is scrollbar added to Activate Unit popup dialog with more than 9 units in stack.
