AI fights to the death

The aztecs declared war on me and i take the capitol, raze half his empire and pillage everything else... now, he won't make peace even if there's no conditions. He'll say he wants peace but the deal value says impossible.

The only reasons i can think of it being stubborn to a suicidal extent is
1. i'm at war with three other nations so possibly it wants to spread my forces thin so the others have a shot
2. After a certain amount of war, they never make peace until they capture something of yours
3. I believe they denounced me before the war - maybe that bars them from negotiating

Is this normal? I would simply raze more cities but that combined with 20 war weariness would work me over.

If the "make peace" option is accessible, that means they will take peace, for nothing. Just make a deal where you don't ask or give anything and they will accept.
