AI making early airbase

So I am partway through playing an old GotM - the "Grand Canyon" one, number 108.

For perhaps the fourth time in the game I give or swap a technology to the most distant (Roman) civilization. And this time they've got an airbase, on mountains. They don't even have engineers.

Anyone any idea? Thanks.

All they need is radio. If you swapped that with them, then they will be able to build airbases. More interesting is the fact that they built the airbases at all; I don't remember ever seeing an AI airbase, although I don't usually get to that point in games.
