AI military units within my borders without treaty

Weird thing. Ottomans tried to be all buddy buddy with me right after making peace with me after a failed attack, which i refused. Now a few rounds later they just move their troops through my lands anyway, without open borders. War has not been declared.

Whats going on?

This makes it sound as if you refused peace, meaning war is still on. I'm assuming that's not what you meant. If you had EUI, it might be easier to tell what's going on just from a screenshot.
