AI Peace/War

Is it just me or can you refuse the demands of any AI, let them delcair war on you, recontact them via diplomacy, and make peace with them every time??? This aspect made my recent victory somewhat lame.

Normally if you re-contact them they'll demand the same thing they just asked of you, especially if youre playing on higher difficulties.

Communication can also be blocked off if you refuse an offer for peace and tried to recontacted them next turn.

It must be just you. At the emperor difficulty level three of the AI civs were constantly at war with me.
