AI War Declarations with Open Borders No Longer Port Units OUt?

Did they change that declaring war no longer ports enemy units out if you had open borders?

e: Hrm, I was mistaken -- apparently AI does get ported out, but I had Quick Move on so they seemed to instantly be back where they were. But look at the Knights to see that indeed they were ported out.

I suppose its still not possible to use open borders to place units inside AIs borders around AI city(ies), declare war, capture cities on first turn.
