Aircraft Carriers - Is There A Mod to Stop AI From Building

I haven't played Civ in a longwhile. I took Civ 5 (vanilla) out of cobwebs and was having a ton of fun with it, until I remember some of the reasons I lost I interest. The English were a very strong competitor, more advanced than me, and I just rolled completely over them. One of the reasons is that I discovered a fleet of about 10 aircraft carriers doing absolutely nothing. With 10 real units, more advanced than mine, they might even have won the war we had ... but no, they just stupidly are sitting there giving my B17s experience. Is there a way to turn this off or a mod to fix this issue? Appreciate any feedback! Jeff
