Playing on Emperor, Normal Speed as Byzantium. I almost got the first UHV, to have the highest culture of any city by 1000AD. But I lost, to a size 6 Balkh. My culture in Constatinople is 1264, Samanid Balkh is: 4231. How is this even possible? To be clear, on visiting Balkh, they have Islam, Zoroastrianism, and a couple buildings, palace, barracks etc. No wonders. How on earth did they get over 4000 culture? What is going on?
