Barbarians in Napoleonic Europe

Sorry if this has been posted before, I went back a couple pages but couldn't find it.
When playing Napoleonic Europe in 1.22 I get barbarian encampments. Goth horsemen in Norway isn't especially realistic...
The "no barbarians" setting seems to be broken.

There has always been barbarians in my napoleonic europe games both in 1.00 and 1.22

... and they are pretty useful for the Russians (mostly) to get easy promotions and some money if you "milk" them.

Yeah no barbarians flag is broken. I had the problem in a custom scenario that I built. It sucks. My workaround was to set set basic and advanced barbarian units to 'none' in the editor. The player still gets 25 gold for dispersing the camps but the barbs don't pose any threat. AI seems to ignore the camps so this is a bit of an exploit for the user.

You can 'preset' the both the tech rate & the barbarian activity by starting a random game with the desired setting just before starting the Conquest.
