[BELOW MIN SPECS] Civ 5 Won't launch. Is my Video device outdated?

I've tried to launch Civ 5, I've even tried skipping video intro as suggested, but still won't launch. I've checked my video device on my lap top and it's ATI Mobility Radeon X300. Is this out of date? Could it be why the game won't launch?
Do I need to update my video device and if so, does that mean purchasing new hardware?

The X300 is not capable of running Civ5. You will not be able to upgrade it, you need a more modern computer.
