Best way to forcibly build wonder?

Hello,

Here's my situation.

I started to build a wonder (Petra) in one city, then changed my mind a while later when I found a far more ideal location in a different city.

You can't normally cancel a wonder, of course, so what I tried to do was have the city that was building it destroyed.

Even though it's gone, the tile Petra was being built on has been cleared, I still do not get the option to build Petra in the preferred city.

Is there a way I can forcibly allow Petra as a building option through XML editing? And if so, how would I go about doing that?
