Here's some interesting things from GlobalDefines.xml:
Very Unhappy penalties have been altered:
The threshold is the same at -10 happiness
Growth penalty is the same at -100%
Instead of the Combat Penalty being -33%, it's -2% per unhappiness and goes up to a max of -40%.
(so, at -10 happiness, I assume it starts at only -20% and reaches its max when you hit the Super Unhappy threshold of -20.)
Instead of the Production Penalty being -50%, it's -2% per unhappiness and goes up to a max of -40%.
Now Gold is affected. Same deal: -2% per unhappiness once you reach the Very Unhappy threshold and maxes out at -40%.
Nice, can you see if the AI still plays on Settler difficulty? That was the major cause of AI's lack of unhappiness for city-spam.
