Only the first Era is civ colored. As the British are likely to be some kind of red in a game, using Civ colour would lead to a completly red unit! And Sandris is trying to make units as historically correct as possible. If the Horse Guard (for instance) were blue, blue they will be. But if you need civ coloured units for these eras... Who knows what the future can hold ?
