Allow Scientific Leaders rule can't be set in editor.
It's not in list of Game Rules in Scenario Properties page.
The really big problem is, while all old scenarios made before 1.20 will have Allow Scientific Leaders automaticly turned on (which is ok because of backward compatibility), new scenarios if any Game Rules in Scenario Properties page are set will have it turned off and without any means to turn it on in any way (since it's not in the list of game rules in the editor).
I could call this a seriuos bug for modder community.
Even resaving old scenario will reset rule to 0 (exempt if scenario uses Default Game Rules option).
Only workaround I see is keeping both versions of editor (1.15 and 1.22).

New patch is really not necessary to fix this.
Editor patch would be more then enough.
